With a letter to redirect mail do you require to attach your authority or a letter from the Owner?

This will depend on the requirements of the utility company.  Occasionally a utiltiy company/body corporate manager or council will only accept a change of mailing address advice from the owner of the property but I would be hesitant about sharing the content of you're Management Agreement with a third party.
